Westminster City Council Draft City Plan 2019 - 2040

Good afternoon,

I am writing to inform you that our draft City Plan 2019 - 2040 has been found sound by the planning inspectorate and can now be formally adopted.

This is a significant step for the council and the culmination of many years’ work, following extensive consultation with residents, amenity groups, the development industry, agencies from the public sector and many other stakeholders.

Our new City Plan sets out the blueprint for all development in the borough - with the aim of ensuring Westminster remains one of the best places in the world to live, work and visit.

Focused on three key themes, creating more affordable homes, the right environment for business growth and more open, green spaces to enjoy we will use our new planning framework to set a clear direction for developers and householders.

We believe this plan addresses the key challenges facing our city. We will require a higher contribution to affordable housing to work towards meeting Westminster’s housing needs.

Perhaps most importantly, the plan will set Westminster on a path to becoming carbon neutral by 2040. It is no secret that Westminster suffers from some of the worst air pollution in the country. It is the biggest concern among residents and a leading priority for the council. Under the City Plan the developers will create better green and open space as well as ensuring new major developments are air quality neutral.

I want to extend my thanks, on behalf of the council, for your contribution to our planning framework. It would not have been possible to craft our new polices without input from partners in our communities. We are very grateful for your input.

The City Plan will now be brought to the next meeting of Full Council for formal adoption.

In the interim, this endorsement from the planning inspectorate means that the policies within in the new City Plan will have significant weight in the determination of all future planning applications with immediate effect.
