Westminster City Council - Consultation on Traffic Management Proposals - Shepherd Market (Carrington Street)

You may recall that WSP, the agent acting on behalf of Westminster City Council, carried out a consultation between 21st February and 13th March 2024 for a traffic management scheme affecting Shepherd Market and the surrounding roads. Following this consultation, the City Council received valuable feedback regarding local businesses’ servicing requirements. As a result, the proposed kerbside restrictions for Carrington Street have been revised and we are now conducting an additional consultation on the amended layout for this road. The proposals for Shepherd Market, Shepherd Street and Trebeck Street were approved to proceed to implementation on 18th July 2024 following consideration of the responses to the consultation that was conducted in February / March 2024.

In Carrington Street, it is now proposed to introduce a goods vehicle loading bay on the east side of the road, outside Garrick House and adjacent to No. 7 Shepherd Street, and a 15-metre residents’ parking place outside Garrick House, instead of two smaller residents’ parking places (which would have totalled 16 metres). It is also proposed to extend the proposed one-way working in Shepherd Street so that it commences from the junction with Trebeck Street. This proposed amendment would require all vehicles exiting Carrington Street to turn right into Shepherd Street.

In accordance with the consultation procedure, we would draw your attention to the effects of the proposed Traffic Orders, of which further details are given in the enclosed documents:

  • the Notice of Proposals;
  • the City Council’s Statement of Reasons; and
  • the plan (Drawing No. 70095487-WSP-P01-X-DR-HI-1203B S3-P01) showing the existing, previous proposed and new proposed layout for Carrington Street.

WSP would be pleased to receive any observations or comments you may wish to make on the proposals affecting Carrington Street, in writing, by 14th August 2024 quoting the above reference in any response. At the end of the consultation period all responses received by this date will be forwarded to the City Council for consideration. The City Council will then decide whether to proceed with, modify, or abandon the proposals.

The City Council is keen that you discuss your kerbside delivery needs with your delivery and courier companies, where applicable, to ensure that their needs are fully understood and conveyed to the City Council when you respond to this consultation. Also, if you regularly receive guests from taxis, private hire vehicles and coaches, then please also advise us of this information in your response.
