WESTMINSTER CEREMONIAL STREETSCAPE PROJECT
WSP is the agent acting on behalf of Westminster City Council for a traffic management scheme affecting a number of roads that lie in the
vicinity of Buckingham Palace, St. James's Park, Whitehall, the Houses of Parliament and Westminster Abbey. At the present time, when
significant public events such as ceremonies or protests take place in these areas, the City Council and the Metropolitan Police Service (MPS) are able to close roads or access points in these locations through a combination of permanent / temporary barriers and Temporary
Anti-Terrorism Traffic Regulation Orders (Temporary ATTROs) in order to protect the public.
The MPS has recommended that a single Permanent ATTRO be introduced to cover these locations. This Traffic Order would negate the need for the City Council to continually produce Temporary ATTROs to cover this security-sensitive area. It is anticipated that road closures would be infrequent, only deployed in roads where necessary, and maintained only for as long as is necessary to safeguard pedestrians and vehicles from the dangers posed by terrorism - particularly vehicle-borne attacks - for events, when intelligence dictates and/or when the threat level increases.
In accordance with the consultation procedure, we would draw your attention to the effects of the proposed Traffic Order, of which further
details are given in the attached PDF documents:
· the Notice of Proposals;
· the City Council's Statement of Reasons;
· the FAQ (Frequently Asked Questions); and
· the Overview plan showing the general locations of the barriers / bollards and roads that can be closed, if required.

The City Council will be holding two public drop-in sessions, as set out below, to allow members of the public to speak to officers from the
Metropolitan Police Service and the City Council about the proposals:

WSP would be pleased to receive any observations or comments you may wish to make on the proposals, in writing, by 8th October 2025 quoting the reference 8080/PJ in any response. Please send your submission via email to
tmo.westminster@wsp.com. At the end of the consultation period, all responses received by this date will be forwarded to the City Council for consideration. The City Council will then decide whether to proceed with, modify, or abandon the proposals.
