Mayor’s new strategic licensing powers are now in force

Posted on: 04/11/2026

New regulations giving the Mayor of London the power to call in certain licensing applications have now passed. The power applies to applications submitted from 3 November 2026 that meet the criteria for potential strategic importance to London. These may include applications for large venues, later opening hours, live music, major events or festivals.

This change may affect how some significant licensing applications are considered across London. However, meeting the criteria does not mean an application will automatically be called in. The Mayor will decide whether to intervene on a case-by-case basis, with regard to the London Strategic Licensing Policy and the four objectives of the Licensing Act 2003.

RSMSJ and the local licensing process
RSMSJ will continue to take part in the local licensing process and represent the interests of our members and the wider community. We will monitor relevant applications and share updates when there are opportunities for residents to have their say. Residents can check their borough council’s website for licensing application notices. If you have concerns about an application, you can submit them to the council by the deadline stated in the notice. Explain how the application may affect issues such as public safety, noise or crime and disorder. For any assistance, please contact us at licensing@rsmsj.com

The Mayor’s new call-in power does not replace the local licensing process, so residents should continue to raise concerns with their borough council in the first instance.
